The three forms it takes
Practitioners distinguish between three distinct activities that are frequently collapsed into one term.
- Sport as an instrument of state policy
- A government uses a bid, a hosting cycle, a federation partnership, or a development programme to advance a defined foreign policy or domestic objective. This is the largest category of commissioned work.
- Sporting bodies as diplomatic actors
- FIFA, the International Olympic Committee, and the continental confederations negotiate with states, set conditions, recognise territories, and suspend members. They operate with a reach that is functionally diplomatic, and they are counterparties in their own right.
- Sport as neutral ground
- Where formal relations are constrained or severed, a fixture, a tournament, or a shared training programme can sustain contact that no ministry can convene. This is the oldest form and the least programmable.

Sports marketing sells a property. It is measured in reach, impressions, audience, and commercial return, and it is answerable to a brand or a rights holder.
Sports diplomacy pursues a policy objective. It is measured in participation rates, institutional change, policy adoption, and lives affected, and it is answerable to a ministry, a federation, or a multilateral body. The two disciplines share a vocabulary and almost nothing else. Confusing them is the most common failure in commissioning this work.
Who commissions it
The counterparties are institutional. Ministries of foreign affairs and ministries of sport, national olympic committees, international and continental federations, sovereign funds and investment offices, multilateral bodies, and the foundations attached to major sporting events.

Where the field is moving
